7:00 P.M. REGULAR COUNCIL MEETING

Mayor Schubert called the meeting to order.

PLEDGE OF ALLEGIANCE

ROLL CALL

Clerk Kuznek called roll. Council members present: John Beitzel, Ron Farquhar, Don Hall, Bill Huizinga, Patricia Kasovia-Schmitt, Paul McHugh, and Walt Schubert.

City Staff present: City Manager Bill Elliott, Police Chief Ken Burge, Admin. Services Director Marva Dryke, Clerk Karen Kuznek, and Planning Director Dennis Lefevre.

City Consultants present: Attorney Craig Ritchie.

INTRODUCTIONS & CORRESPONDENCE

CEREMONIAL

1. Proclamation for National Police Week

Mayor Schubert read and presented Chief Burge with the Proclamation proclaiming May 15, 2003 as Peace Officers Memorial Day and May 11-17, 2003 as National Police Week.

COMMITTEE, BOARD AND LIAISON SUMMARY REPORTS

Facility Study Task Force

Hall advised the task force met to discuss the proposal for a new city hall. They will be reviewing the plan.

Planning Commission Liaison

Hall stated that he attended the Planning Commission meeting of May 6. It lasted for 5-1/2 hours. They discussed the Comp Plan.

June Robinson - History

Robinson presented the Council with a sign designating New Dungeness as a territorial town. No other communities had a town center until after 1889. These signs are to be placed at each end of town. However, this one will be placed in the museum. There will also be an exhibit showing where New Dungeness was located.

Robinson provided information concerning the first businesses in Sequim. She provided information concerning John Dunell, John Bell, and Matthew Fleming. Bell had the only well in Sequim for many years. The first public building was the Sequim School that was built in 1868. The first post office was located in the area of the Christian Science Reading Room.

The Sequim Trading Post was located where Hurricane Coffee is now. The Olympus Theatre operated until the 1930s near the location of Serenity House. A new state-of-the-art theatre was the Dresden Theatre located in the Gazette Building. Joseph Keeler deserves credit for the business growth. Keeler built the first telephone system and switchboard. He opened a saloon where U.S. Bank is now located. The Hotel Sinclair had 50 rooms and was the premier place to stay in Sequim.

PRESIDING OFFICER REPORT

Mayor Schubert advised that the EDC is meeting three times per month for three hours. They are trying to move cluster programs forward. The Skill Center is scheduled to open in January 2004. It will be located in Port Angeles at 8th & B Street. This Wednesday at 3:30 p.m. there will be an open house and everyone is invited to see construction progress.

He distributed a list of industry actions. He has also attached the Clallam County new business stats for 1991-2001.

Mayor Schubert congratulated Elliott on achieving credentialed manager status.

Al & Patricia Schmitt are celebrating their 26th wedding anniversary this week. Hall stated his 47th wedding anniversary is today.

CITY MANAGER REPORT

Elliott stated he is leaving for Yakima tomorrow for AWC employment relations seminar. He will be back on Monday.

Elliott advised there is a possibility of Council meetings being televised on public access TV. Following discussion, it was agreed this would be discussed further at a study session.

Comments from the Public

Mayor Schubert read the rules for the public comments.

Bill Thomas, former Mayor, stated he is distressed about the initiative process. Guidelines were previously established for initiatives. They were set up to assist the citizens. Because of concerns from one individual, they were beaten down. Those guidelines are in the city records. He suggests that the Council review that document. Those guidelines were established for the greater good of the community.

He stated he is also upset that the City would have to pay for attorney fees if someone sues city. These costs are all paid for by taxpayer dollars. He realizes that the City Council cannot campaign on these issues but he can and will. These things being proposed will not be good for the city. He added that the government cannot be run by always saying yes. You do the right thing by making decisions. The City Council is doing a great job.

Mayor Schubert asked that the guidelines be copied for the Council.

MOTION to approve Consent Agenda as presented made by Hall; second by Kasovia-Schmitt. Carried Unanimously.

UNFINISHED BUSINESS

3. Ordinance No. 2003-014 amending motel sewer rates

Elliott stated that this was discussed at the last work session. This new rate considers motel vacancy rates. Motels currently pay a base rate per unit and then for each unit they receive 800 cf credit before being charged for consumption. With the new rate it is a flat line because the motels do not get into the consumption. The motels have asked for the new structure. The rate committee has reviewed this and made a recommendation to the council. Each motel will pay a base rate of $35.33 and pay on consumption with only one 800 cf exemption.

Elliott added that most motels will see a decrease. Dryke added that the average savings will be 27%. Their expenses will be in line with their cash flow.

MOTION to adopt Ordinance No. 2003-014 to provide for monthly sewer rates for hotels/motels and RV parks with a base fee of $35.33 per month and a monthly usage fee of $.035 per c.f. in excess of 800 c.f. effective on the last water meter reading for May 2003 made by Hall; second by Farquhar.

Mayor Schubert thanked Marva Dryke for her work on this issue.

Vote on the motion. Beitzel abstains because this is the first he has heard of the issue. Motion Carried.

NEW BUSINESS

GOOD OF THE ORDER

Hall stated he is noticing signage on businesses advertising Sequim events. Olympic Bank and QFC had signs welcoming the Irrigation Festival and McHugh Realtors is advertising the duck derby. He appreciates their support.

PUBLIC COMMENT PERIOD (2 Minute Limit)

Fay Alton, doing business at 5778 W. Washington Street, reminded everyone that this Saturday is the opening of the Open Aire Market. She invited everyone to attend.

Mayor Schubert announced next meeting dates of May 21 at 9 and May 27 at 7:00 p.m.
