Utility Billing Questions
How do I open an account?
The City has a Utilities Application form that needs to be filled out and signed by the person(s) that will be responsible for the bill. The address of City Hall is:

Is a deposit required?
Yes. The deposit can be waived if the applicant can provide a letter of credit from
another utility showing no delinquent payments for the past year and they are the property owner and the property is on City water.
How much?
The deposit for single family residence ranges from $105.00 to $225.00, isdepending upon the location and service provided. Call City Hall for more information
When is it refunded?
Upon request, the deposit may be refunded when there have been no late payments for the prior 12 months.
What utilities does the City bill for?
Water and sewer.

Is there a recycling program?
Yes. Recycling is picked up every two weeks by D.M. Disposal.
Where do I get the recycle containers?
If they are not on the premises, contact D.M. Disposal.
How often does the City bill for water and sewer?
Every month. The City bills for the prior month's utilities. If you receive a bill in May, the period for the billing is April.
When is the meter read?
Personnel from the Sequim Public Works department read all meters near the end of the billing month.
When is the payment due?
The utility bill is due by the 25th of the month. For example, if you receive a bill in May it is due upon receipt and needs to be paid by May 25th to avoid late fees.
How do I make payment?
- Mail the payment stub, with check, in the envelope provided with the bill.
- Pay in person with check, cash or debit card at City Hall
- Sign up for automatic savings/checking payment (Contact City Hall for more information)
- Leave the payment in the drop box outside City Hall
Can I pay my bill with a credit card?
Yes. You can also pay your bill over the phone for a fee of $3.00 or 3% of your bill, whichever is higher.
What does the City charge for water service for a single family residence?

What does the City charge for sewer service for a single family residence?
In-City Sewer: flat fee $45.06 or $52.10 (Depending on winter water use), per unit.
How is the single family residential sewer rate figured?
If
you are an in-city resident and
the average monthly use of water during the preceding months of November thru April is less than 801 cubic feet, the sewer charge is: $45.06.
If the average exceeds 800 cubic feet, the sewer charge is: $52.10.
The winter water use is evaluated yearly
for in-city residents, with the change, if any, in the sewer rate
appearing on the utility bill for May usage.
PLEASE NOTE: The above rates are for 2009 and all rates are set by resolution.
No one is living in the house. Why am I charged for water and sewer?
If the water meter is on, all charges apply. The City incurs substantial costs in maintaining the water and sewer infrastructure and to make these services available whether or not usage occurs.
If I go South for the winter, am I charged for water and sewer?
Yes, unless you are an in-city resident and request that the water meter is shut off by city personnel. When
the meter is shut off, the only charges for city residents are for water standby.
What are the Standby charges?
The water standby charge is the base water fee - currently $20.24 for in-city residents only, per unit.
Does the City charge for turning the water off and back on?
The city charges $47.14 to shut the water off.
Only city Public Works personnel are permitted to turn city meters on and off.
If I think I have a leak, how do I get it checked?
Call City Hall (683-4139). If it is necessary, we will send personnel from the Public Works Department to check the presence and nature of the leak.
If I had a leak, how do I get an adjustment from the City?
To start, fill out the city Leak Adjustment Request form at City Hall. Once the leak is repaired, the form is signed and copy of receipts are appended to the form, the city will submit the form for approval.
If approved, the Utility Billing Clerk will adjust your water bill accordingly.
Who is ultimately responsible for the utility bill?
The owner of the property.
What are the charges for a late payment?
A one percent charge against the balance due, plus $5.00.
